Feedback window shows black boxes when closing after "Send Feedback"

Issue description

Chrome Version       : 54.0.2840.24
OS Version: 8743.25.0

What steps will reproduce the problem?
1. Alt-Shift-I to bring up feedback box 
2. Enter some feedback
3. Click "Send Feedback"

What is the expected result?

Box disappears and feedback is sent.

What happens instead of that?

As box is disappearing, there are obvious black boxes over the content.
This could use a little polish.

Please provide any additional information below. Attach a screenshot if
possible.

Hard to say what could trigger this.  Could be anything from a driver issue to interaction with the notification UI. Adding a few people who might have ideas.

I'm unable to repro on:
elm 55.0.2858.0
samus 55.0.2866.0
lulu 54.0.2840.24

Bumping up priority because YUCK.
Looks like the black area aligns with the compositor tile grid. What device is this on? Samus? In that case, try to disable native GpuMemoryBuffers in about:flags to see if that makes a difference.

Fix a bug of black area on window close

Delay 100 ms before closing the window to give some time for
rendering jobs to be done.
