Download permission attributes to wrong page

How to reproduce:
(1) go to https://x20web.corp.google.com/~jialiul/no_crawl/chrome/referrer_redirect_chain/meta_refresh/hrtd_2.html

(2) click on "pre-open dl window (named)", a new tap will open and navigate to http://dev.chromium.org/

(3) click on "open dl window (named)" at least twice, you'll see permission pop up "http://dev.chromium.org wants to download multiple files   Block|Allow"

I think this is possibly a dup / caused by crbug.com/632514, since it looks like an opener navigation induced download?
