Elements flicker with transform animation and text selection

What steps will reproduce the problem?
(1) Open https://output.jsbin.com/denafe/1 in Chrome stable 53
(2) Select the text "Main"
(3) Click the arrow in the top right a few times.

What is the expected output?
Nothing should flicker.

What do you see instead?
The blue bar flickers towards the end of the animation.

Unable to repro in Chrome beta 54.
Need to bisect to find what change between 53 and 54 fixed this issue.

This patch is unfortunately far too large to merge into stable.
It's also not know whether this bug is a regression in stable or not.

Keeping bisect label to determine whether this is a regression in stable or not.

This got regressed in M53 and below is the bisect info

Manual bisect:
Good Build: 53.0.2785.0

The regression range in #4 looks fishy, there doesn't appear to be any real changes.

This issue is not longer seen in latest beta 54.0.2840.34 and canary 55.0.2868.0

Rebisected the issue and it got regressed in M53 and below is the info

Good Build:53.0.2747.0 
bad Build:53.0.2748.0
