View Certificate dialog box incorrect height calculation

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2739.0 Safari/537.36

Steps to reproduce the problem:
Have two displays configured, one of which is taller than the other. My primary display is 2560x1600, my secondary is rotated 1920x1200 (i.e. 1200x1920) .

1. Visit an SSL site (e.g. https://github.com)
2. Open developer tools, security tab, and click 'View Certificate'
3. Expand the 'details'

What is the expected behavior?
Certificate details modal is never taller than the window which contains it and definitely not taller than the available height of the display.

What went wrong?
Modal expands to become taller than the height of my display (1440px) making the "OK" box inaccessible. See 2560x1600.png.

It might also be nice to hit escape to exit this style modal, with the control off the screen I never thought to press "enter" to exit out of it.

Reproduced with both Chrome stable and Chromium on OSX 10.12 Sierra.
