Losing styling on refresh of codereview.chromium.org

Issue description

This is a strange repro, but here goes:

Chrome Windows (but I think all platforms)  53.0.2785.116 m

Ran in a new user data as

"C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" --disable-extensions --user-data-dir=d:\tmp\43ewagdsagf

Then

1. Browse in first tab to https://codereview.chromium.org/2354363002/ (or any codereview)
2. Right click on tab > Duplicate.
3. Switch back to first tab and Reload (F5)
4. Switch to second tab and Reload
5. Now switch back to first tab, and styling will be gone.

Strangely, refreshing the tab without styling fixes it, but then the second tab loses it. And this repeats back and forth.
