Enterprise policy to disable password sync

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
Enabling policy (PasswordManagerEnabled) set to 0 effectively disables the password manager. However, the local file "Login Data" in the user profile folder on the local machine still exists. If this file is deleted, it removes passwords from the manager, but if Chrome sync is enabled with the "Passwords" box checked to sync passwords, it will re-download them.

What is the expected behavior?
If Password Management is disabled in policy, do not sync passwords up or down.

What went wrong?

FYI: I think this will be very similar to https://chromium-review.googlesource.com/c/chromium/src/+/703398 (which does the same thing for Wallet data). 

We just need to make https://cs.chromium.org/chromium/src/components/password_manager/sync/browser/password_data_type_controller.cc listen to changes to the password policy pref.

[1] is a CL that etiennep@ worked on last week. As vasilii@ brought up, we probably shouldn't piggyback on the 'PasswordManagerEnabled' policy for this.

There should probably be a separate policy to disable password sync only (as opposed to 'SyncDisabled', which disables all of sync). Ideally, we also want to update the UI in about:settings/syncSetup.
