Layout test paths rendered with Skia distance fields using osmesa draw incorrectly

The version of osmesa used to run layout tests has poor support for gradient functions. This causes distance field paths to render incorrectly. This should be fixed when we move to swiftshader for layout tests.

As of this writing the set of tests impacted by this is:

virtual/gpu/fast/canvas/canvas-ellipse-circumference.html
virtual/gpu/fast/canvas/canvas-ellipse-circumference-fill.html
virtual/gpu/fast/canvas/canvas-arc-circumference.html
virtual/gpu/fast/canvas/canvas-arc-circumference-fill.html
