Bug links in code review tool

For CL descriptions that have a "BUG=" line, the issue number is automatically converted to a link to the chromium issue tracker. However issue numbers that are prefixed with a project name (e.g. "BUG= chromedriver:1514 ", see https://codereview.chromium.org/2350463002/ for example) are not converted into a link.
