Steps to reproduce the problem:
1. Go to JSFiddle URL provided.
2. Click and drag the box around slowly.
3. See the slight black lines left behind.
What is the expected behavior?
The box moves around, taking its box-shadow with it.
What went wrong?
Slight black lines are left behind from the edge of the box-shadow, for me this happens on the right edge when moving the box left, and on the bottom when moving the box up.

Issue 622232 - https://bugs.chromium.org/p/chromium/issues/detail?id=622232
I raised this bug a while back when the borders were being clipped with the zoom>1, but have recently added a CSS box-shadow which reveals the problem is not 100% fixed. Again, this is fine on other browsers.
