Login UI - Needs updated screen locking

Login used WebuiScreenLocker to handle when a user locks the screen.

Currently this has split usage of ash::WmShell and ash::Shell. While running in Mash there is no ash::Shell instance. We'll need to update the remaining calls.

The current ability to lock the screen uses the SessionsManagerClient and PowerManagerClient to communicate the activation of the lock, and the completion of the process
