Regression: Unable to scroll chrome://md-settings page via mouse wheel after clicking on Reset button

Chrome Version: 55.0.2867.0 Revision b195fcd2e028db859a382323fad3c6910e3205c4-refs/heads/master@{#419930}(32/64 bit)
OS: Windows(7,8,10),Mac(10.10.5,10.11.5)

Steps:
1. Launch Chrome and navigate to chrome://md-settings.
2. Scroll down the page, click on Reset and then click on 'Reset' button.
3. Scroll up the page using mouse wheel and observe.

Actual: Unable to scroll the page via mouse wheel after clicking on Reset button.

Expected: Should be able to scroll the page via mouse wheel after clicking on Reset button.

This is a regression issue broken in ‘M-55’,will soon update bisect info. 

Good build: 55.0.2866.0
Bad build: 55.0.2867.0
