Regression : Unable to click on 'CANCEL' and 'DELETE' Buttons when Toggle device toolbar is enabled

Version: 55.0.2867.0
OS: Ubuntu 14.04,Windows


What steps will reproduce the problem?
(1)Launch chrome -> Now Go to chrome://history page
(2)Now Press F12 to open Dev tools->Click on "Toggle device toolbar"
(3)Now click on any Link -> Click on back Navigation arrow -> Disable "Toggle device toolbar"  
(4)Now Select  any history entry so that  'CANCEL' and 'DELETE'  Buttons are seen -> Now try to click on buttons and observe


Expected: Should be able to click on 'CANCEL' and 'DELETE'  Buttons
Actual: Instead Unable to click 

This is Regression Issue broken in M-55

easier repro:

0) start chrome://history in fake mobile mode
1) stop using fake mobile mode while the page is running
2) try to click any buttons in the toolbar (X, CANCEL, DELETE)
