Regression: Glimpse of 'Reset' overlay is seen on chrome://md-settings page after back/forward navigation.

Chrome Version: 54.0.2840.34 Revision dffe0812950a59945440dbdf19d836fd232c84d3-refs/branch-heads/2840@{#453(32/64 bit)
OS: Windows(7,8,10), Mac(10.10.5,10.11.4) 

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://md-settings then open 'Reset' overlay from 'Advance' section.
(2) Click on 'View reported settings' or 'Learn more' link on 'Reset' overlay(this will open in NTP).
(3) Come back to chrome://md-settings page, click on back navigation button then forward and observe.

Actual: Glimpse of 'Reset' overlay is seen on chrome://md-settings page after forward navigation.

Expected: Chrome://md-settings page should open properly after forward navigation.

This is a regression issue, broken in 'M-53', will soon update the other info:

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.

So this bug doesn't languish, I'm unassigning myself.
