Regression : Toolbar flickers after clicking on profile icon in devtools.

Chrome Version : 54.0.2840.34 dffe0812950a59945440dbdf19d836fd232c84d3-refs/branch-heads/2840@{#453} (64-bit)
OS: Mac(10.10.5)(10.11.5), Windows(7,8,8.1,10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings and open devtools
2. Now click on profile icon on top LHS of page and observe the header toolbar 

Actual : Toolbar flickers after clicking on profile icon
Expected : Toolbar should not flicker after clicking on profile icon

This is a regression issue broken in ‘M-54’, below is the Manual Regression and will soon update other info. 
Good build: 54.0.2830.0

This is regression issue, broken in ‘M 54’ and below is manual regression and narrow bisect info:
Good build: 54.0.2830.0
Bad build: 54.0.2831.0

Not concerned about what happens with the Dev Tools device emulator.

Can you repro this on ToT without dev tools open?

Rechecked the above issue and it is unable to reproduced without dev tools open.
