[Network] Network connection card should be open by default

To anticipate the amount of traffic to network setting, alongside the list of networks being capped at a certain height, I'd like to keep the card open by default.

There will be a load time cost to that, i.e. it will slow down the page load times for Settings. I will have to measure how much exactly but it could be as high as 100ms.

Also, I assume by "card open" you mean "expand the WiFi section"? The VPN section can also expand if more than one VPN is configured.

We could be smart about this and only expand the WiFi section if not connected to a network.
