Note: we could trigger Swarm tasks in low priority, but too many pending tasks will cause trouble on Swarming side.

Note: chromium-try-flakes will only file 10 or less bugs for flaky tests or steps. Thus, we don't expect to create too much load due to chromium-try-flakes. However, we don't have data about how many analyses will be triggered manually.
