Login UI - Needs to disable Drag and Drop

Currently the Login UI uses ScopedDragDropDisabler to disable this functionality on the root window.

However when running in mash ash::Shell does not have an instance. So the normal path to determine the root window is not available.

We need to either update how the root window is found, or provide an alternate method to disable drag/drop
