Chrome PFQ failed to uprev 55.0.2866.0 to provisioning flake

Issue description

https://uberchromegw.corp.google.com/i/chromeos/builders/master-chromium-pfq/builds/3390 failed due to a provisioning failure on falco in https://uberchromegw.corp.google.com/i/chromeos/builders/falco-chrome-pfq/builds/4752

All other tests passed on Falco as well as all other PFQ targets, thus this build is believed to be 'good'. 

A manual uprev was triggered using `cros uprevchrome --pfq-build 1070578 --bug None` as the current Chrome version has a blocking bug in it (https://bugs.chromium.org/p/chromium/issues/detail?id=647484) which would prevent Dev channel pushes on R55.
