Using user defined shortcode to switch search engine

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8530.81.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.103 Safari/537.36
Platform: 8530.81.0 (Official Build) stable-channel zako

Steps to reproduce the problem:
1. Press ctrl+e
2. type in user defined short code to switch search engine

What is the expected behavior?
Typing in the user defined short code will switch search engine.  User press tab to switch search engine

What went wrong?
It begins to search current search engine without offering to switch.

Did this work before? N/A
