Implement an endpoint to accept information from chromium-try-flakes |

Issue descriptionWe want to have a Cloud Endpoint for this, and require authentication. Unauthorized parties should not be able to trigger an analysis for a flaky test, because the analysis will consume valuable resources on Swarming pool.
