pictured are the shelf overflow bubble (OverflowBubbleView) and the bubble multiple app windows (don't know the code name). According to Sebastien, these should not have arrows. What they should look like instead is TBD (thus, assigning to sgabriel@).
App panels (e.g. Simple Calc app) also use arrows, but those are actually not BubbleBorder arrows.[1]
