Add task manager policy for public sessions

Issue description

Description:
Enterprise policy to disable access to the End Process button in Chrome task manager for public sessions.

Use case:
Libraries using Chrome devices in public environments where anyone can walk in and use a public session. 

Motivation:
Even though the Chrome devices are provided for any users, Libraries still have a duty of care and so in certain circumstances need to be able to monitor what users are doing on these Chrome devices. Currently if you are using a public session any third party app installed on the Chrome device for this purpose can be terminated using the end process button, so a user can disable any app the library wants to use for this process.

Existing workarounds:
There is no workaround available. There is a function to disable the End Process button for domain users but this does not apply to public sessions. Libraries must use public sessions as these Chrome devices are for a public environment and will be used by people who are not members of the library, and therefore would not have a domain user.

This is critical for Libraries using public sessions - the patrons are able to stop APPs that control certain functions and should not be stopped - this feature is available in the user settings - please make it available in the public session --  PLEASE!
