Local build based on: 8819.0.2016_09_20_1029
When I boot a fresh system, I notice there's a nitfy new welcome screen that has little "window washers" cleaning a laptop.
When at this screen, "top" shows that Chrome is taking ~75% of a CPU.
Hitting "Let's Go" gets rid of the CPU usage.
Given that there is no animation on this page, it seems silly that it would eat so much CPU time.
This is a bit annoying for kernel developers because we often spend a lot of time with devices sitting on this screen and then we see devices get hot / thermal throttle.
