On Chrome OS, when in Public Session mode, if the user closes the browser window but opts to remain signed into the Public Session, the next time they open the browser they will be taken to google.com instead of the home page set by policy.

Steps to reproduce:
1) Configure Public Session policy on a Chrome OS device to have a default home page and to open the home page as the new tab page
2) Configure the home page to launch by default in PS
3) On the device, open the Public Session and close the browser window that appears
4) When prompted, choose to remain signed into the PS and re-open Chrome

Expected:
Chrome appears with policy home page loaded in new tab

Actual:
Chrome appears with google.com loaded in new tab
