DevTools security panel prompts user to click to Network panel when there are no mixed requests to see

Issue description

Steps to reproduce:
1. Navigate to a page with mixed content, like https://mixed.badssl.com.
2. Open the security panel.
3. Click the "View requests in Network panel" link.
4. Observe that there are no requests and you have to refresh -- that's annoying.

Instead of forcing the user to click to the network panel to learn that they have to refresh, we should just prompt the user to refresh right away.

This is related to  issue 554272  (where we show the "View requests in Network panel" string even when the mixed content was a form and there are no requests to show), but mostly orthogonal.

DevTools security panel: prompt user to reload for mixed requests

When there are no network requests recorded, prompt the user to reload,
instead of making them click over to the network panel where they are
prompted to reload.
