Issue descriptionSteps to reproduce: 1. Navigate to a page with mixed content, like https://mixed.badssl.com. 2. Open the security panel. 3. Click the "View requests in Network panel" link. 4. Observe that there are no requests and you have to refresh -- that's annoying. Instead of forcing the user to click to the network panel to learn that they have to refresh, we should just prompt the user to refresh right away. This is related to issue 554272 (where we show the "View requests in Network panel" string even when the mixed content was a form and there are no requests to show), but mostly orthogonal.
