"Show Password" button is still available even if admin console is on "do not show password button"

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
1. On Google for Work Console, in Chrome Security section, Disabled "Show Password" Button
2. On Chromium 51+ version, connect Chromium with one of your user account 
3. Go on (Settings > Advanced > Manage Passwords > Show) the "Show Password" button is available

What is the expected behavior?
The "Show Password" button must not be available for the user.

What went wrong?
From Chromium 51+, a chromium sync with an Google for Work Account (with "Show Password" button disabled in admin console) can access the "show password" button
From Chromium 50-, in same context, the "show password" button was hidden

Did this work before? Yes Up to version 50 included
