isolate_tests on mac_chromium_asan_rel_ng takes forever, likely due to chrome_100_percent.pak being missing |

Issue descriptionOn https://build.chromium.org/p/tryserver.chromium.mac/builders/mac_chromium_asan_rel_ng/builds/4229 , isolate_tests wrote midi_unittests lstat /b/c/b/mac_ng/src/out/Release/chrome_100_percent.pak: no such file or directory a bunch of times and then timed out after running for over one hour. Try jobs on that bot from a few days ago are happy. `git log -Schrome_100_percent` strongly suggests that https://codereview.chromium.org/2342023004 broke this somehow (and I guess there's a second bug in the isolate_tests script on not failing immediately when it detects this -- maruel, do you want a separate bug for that?).
