Lollipop Phone Tester very flaky |

Issue descriptionhttps://uberchromegw.corp.google.com/i/chromium.android/builders/Lollipop%20Phone%20Tester Seems to be failing tests regularly in chrome_public_test_apk, although they seem to be different ones. The significant increase in flakyness seems to have started in build #6849 (17 Sept). I wonder if there were any specific changes to the config of this bot for this to happen.

Given the dates, I'd guess this is related to turning off default retries in https://bugs.chromium.org/p/chromium/issues/detail?id=619055
