Regression: Unwanted glimpse of chrome://md-settings main page is seen on reloading any page in md-settings

OS: Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch Chrome and navigate to Chrome://md-settings
(2)Click on any link like Customize fonts/Manage Certificates/Site Settings.
(3)Click on Reload button and observe.

Expected: Unwanted glimpse of md-settings main page is seen.
Actual: Instead, unwanted glimpse of md-settings main page should not been seen.

This is Regression issue broken in M-54.Will update bisect info soon.

Manual bisect info:
Good build:54.0.2839.0 Dev
Bad build: 54.0.2840.0 Dev

Issue is reproducible on the latest canary(55.0.2866.0) on Mac OS 10.11.6 as well.

WAI. We could prevent the animation from playing if we decide that's better, but this seems fine to me.
