(1) chrome 64 bit version (2) open the url https://jsfiddle.net/HugoHo/n64u3kLf/ (3) click the upload button you'll see. What is the expected result? response as fast as usual What happens instead?

Somehow I was unable to reproduce the issue on the chrome version: 55.0.2859.0(Dev -64bit) and the latest canary(55.0.2866.0-64 bit) on Windows-10, Mac OS 10.11.6. Tried a comparison of 55.0.2859.0(Chromium build) on MacBook Air OS 10.11.6 with the Safari but there was no delay seen in the response using the above jsfiddle. heshunfeng@: Could you please confirm if you see the issue on the chrome canary as well? Please attach your chrome://gpu details if the issue is seen there as well.
