Tabs should not list New Tab in tab history

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
1. Open a new tab and enter a URL or go to a bookmark
2. Look at Back/Forward buttons

What is the expected behavior?
"Go Back" button should be disabled - if I want to
see the New Tab page I will just open a New Tab...

What went wrong?
Go Back button shows history back to New Tab page
which is misleading/confusing - makes me think there
is earlier browsing history - makes me hesitate to
close the tab without checking the history.

Chrome version: 53.0.2785.116  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

This re-opens ticket 42168, since the problem has not been fixed.
This has been an annoyance for a long time, and the original ticket was closed without further notice.
