Regression: Click event is not working in overlays (ex: Share, Sign in, add new services window)

Issue description

Version: 55.0.2862.3/8818.0.0 (Official Build) dev-channel Daisy, Peppy
OS: Chrome

What steps will reproduce the problem?
(1) Sign in to user>> go to Files.app>> go to add new services>> click on install new from web store>> Click on install button of any app>> and observe

Expected: Should be able to open add app overlay on clicking install
Actual: Instead nothing is happening on clicking install

This is a Regression issue as it is working fine in M53: 53.0.2785.123/8530.87.0 (Official Build) stable-channel 

Note: Able to add apps from chrome Web store

Issue is not applicable to Linux and Windows

Similar issue is seen on clicking Next/More options buttons in sign-in overlay.Nothing happens upon clicking on Next/More options button.

Able to reproduce the issue on Peppy using chrome version 55.0.2862.3/8818.0.0

This seems to work in 8798 so we have a bisection range.

I'll bisect the issue today.
I haven't finished the bisection, but I don't see this issue on ToT.
If it does not repro on ToT (and 8838.0.0 in particular which is our next dev candidate), then we would seem to be in the clear. 

We can probably close this if that is the case.
