What steps will reproduce the problem?
(1)Open any youtube or HTML5 player on the latest release of google chrome. Play video.

What is the expected result?
Smooth video playback. Videos are buffered but still stutters when playing.I assume it is a playback issue.

What happens instead?
Video stutters intermittently for several seconds. May or may not return to smooth playback afterwards.

Please provide any additional information below. Attach a screenshot if
possible.

It seems that closing chrome and reopening it will solve the playback issue temporarily. It always comes back after about 15 mins of video watching.
