Add 'long press' for key events

Issue description

ChromeOS has a couple of use-cases where we want to trigger some action only after a particular key-combination is 'long pressed', i.e. pressed and held for a while (see  http://crbug.com/343277 ). To support this cleanly, we can introduce a new 'long press' accelerator flag in mus. This can replace the KeyHoldDetector and related classes in classic ash.
 
I'm triaging bugs under this component - who in Mustash team can work on this if any?
