Add main thread scrolling reasons for scrollbars [spv2]

The following scrollbar-related scroll reasons are currently set on cc's scroll_tree:
kScrollbarScrolling
kCustomScrollbarScrolling

Depending on the final scrollbar paint approach, these may need to be set for spv2's scroll nodes as a main thread scrolling reason.
