Add addtional board to GE Data file.

Issue description

We have a number of boards known to chromite that are not currently present in the GE data file. We'd like to have them added, even if they have no build information attached, so that GE can become the single source of truth for what boards should have builds associated with them.

I expect that as we give GE control over additional types of builds, all of these boards will come to have associated builds. All of them, except for 'slippy' are external boards.

      arm-generic_freon
      amd64-generic
      slippy
      arm64-llvmpipe
      x32-generic
      arm-generic
      x86-generic
      arm64-generic

Let us know what the external board build configurations should be -- I don't know much about these boards.
If this is a normal board with release builds:

    {
      "name": "arkham",
      "configs": [
        {
          "builder": "RELEASE",
          "experimental": false,
          "leader_board": false,
          "board_group": "arkham",
          "arch": "UNKNOWN"
        }
      ]
    },

These new ones can all look like:

    {
      "name": "x86-generic",
      "configs": []
    },

I think this is correct, because they should exist, but have no associated build configurations (yet).
