Make slimming paint v2 depend on root-layer-scrolls

Root layer scrolls (RLS) is a project to remove the FrameView-specific scroll codepath. Slimming paint v2 (SPV2) has a lot of dependencies on which scroll approach is used (pre-RLS vs RLS). I think we should make slimming paint v2 depend on root layer scrolls.
