Autotest Dependency Push Process Broken |

Issue descriptionhttps://sites.google.com/a/google.com/chromeos/for-team-members/infrastructure/chromeos-admin/push-to-prod#TOC-Push-dependencies-to-prod This doc says just git push the dependency to prod and call deploy_server as that will call build_externals. Deploy_server only calls build_externals when the external_packages.py file is changed. Therefore the docs do not match the script. Manually removing the build_externals filter locally and re-running.
