Issue descriptionInspired by: https://bugs.chromium.org/p/chromium/issues/detail?id=648358 It is silly that our critical services rely on resources and setup, external or otherwise, in order to fundamentally run. They should be deployed and run via an established CIPD bundle so that all they do when scheduled is run directly.
