Devtools once maximized cannot be unmaximized on Mac

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
1. Get a mac with multiple screens
2. Maximize browser
3. Inspect
4. Detach devtools from the window being debugged
5. Move devtools to a new screen so both devtools and browser are visible
6. Try to get devtools out of maximized
7.  Weep

What is the expected behavior?
When I hold the mouse at the top of the page, the window controls would come down so I could remove the maximize from the window

What went wrong?
There is no bar that ever comes down. It seems the bar tries to descend from the top of the screen the browser is on but it doesn't contain the controls.

Did this work before? N/A 

Chrome version: 53.0.2785.116  Channel: stable
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 23.0 r0

The only work around I've found to recover from this involves unplugging the two external monitors, closing devtools, reopening devtools, replugging the 2 monitors.  Both the external monitors are 27", the notebook is 15"  causes some weird shuffling of windows that allows me to get access to the window controls again.

Sorry to hear about step 7.

It seems that a similar/equivalent? problem can happen on Mac without multiple monitors:
- Maximize Chrome browser
- Inspect page
- Detach DevTools
- Can't unmaximize DevTools because there is no 'App bar' (one with the red/yellow/green buttons) at the top, it only shows the Mac menu.

@OP: At step 6 when you mouseover the top of you screen, does the OS X bar slide out (the one with the Apple logo, 'Chrome', 'File', etc)?  If so, does clicking 'View' > 'Exit full screen' option do anything?

I was unaware of the view | Exit full screen.  Thanks.  That dries up my
tears.
