chromiumos-sdk builder is failing after gnu-efi upgrade due to missing efi.h header

Issue description

The chromiumos-sdk builder has failed the last 6 builds.  It keeps failing in the InitSdk stage, while attempting to build the packages:

sys-boot/bootstub-1.0-r9
sys-boot/grub-2.00-r22.

this is weird, previous builds were also showing some build failures that succeeded on retry.

+vapier just in case he has changed anything that could be causing this.

i've nominally verified my CL fixes both bootstub and grub building inside the chroot
