Switch NaCl SDK release builders from svn to git

For the release builders we were pointing at the
svn buildspec repo which no longer exists.

It looks like the builders are triggering now but the bot_update step is still failing checking out some source tree.

Inch by inch.
I believe I've got the checkouts right now that we're off the buildspec builders.
Compile is happening, time will tell...
