Kiosk mode no longer behaving correctly |

Issue descriptionChrome Version : 53 OS Version: OS X 10.11.6 What steps will reproduce the problem? 1. Launch chrome using the --kiosk flag What is the expected result? Chrome goes into a mode in which there is no Navigation bar, and the user cannot exit with CMD+CTRL+F or CMD+SHIFT+F. What happens instead of that? Chrome behaves as if it were launched with the --start-fullscreen flag instead. And it will show the navigation bar, and allow the running Chrome application to be taken out of fullscreen.

+1 Our team's products rely heavily on the Kiosk mode feature to lock down machines.

Kiosk mode is not supported on Mac, but is left in the code for folks in the open source community to use. If this is simple to fix, please do so, but this is not a mode that will block any releases. (+pkasting as FYI)
