You should try to avoid join with afe_jobs as you suggested. Adding redundant as you suggested is justified if it provides significant performance improvements. Once you do that and create index with (complete, aborted, abort_on) field, this query will take no time at all.

The table change will require some lab down time, as the new field needs to be populated first.
One might need to create a local copy of the lab db, and test out how long the down time could be and how much performance gain with the new field.
