Cannot select Hebrew fonts in Google Docs / ChromeOffice editor

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8350.68.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36
Platform: 8350.68.0 (Official Build) stable-channel peppy

Example URL:
docs.google.com

Steps to reproduce the problem:
1. Set language in a Google document to Hebrew.
2. Attempt to set font to anything other Times New Roman or Arial.
3. No availability.

What is the expected behavior?
In Windows and other operating systems, Chrome offers a variety of Hebrew fonts, including David and others. 

What went wrong?
These fonts are not available via Chrome OS.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? N/A

Suspect these fonts are provided by the OS when installing hebrew in win and mac.  Not sure if this is feasible to address.

Summary: Cannot select Hebrew fonts in Google Docs / ChromeOffice editor (was: Display of Hebrew Language Fonts in Chrome OS)
At the moment, Chrome OS has only one Heberw font (Noto Sans Hebrew). 
So, even Arial vs Times New Roman distinction is meaningless for Hebrew.

Unless I'm missing something, this should be something easy for us to support. It's just adding a few more fonts to select from. Just like we have for English.

We should do that not only to Hebrew, but to the top fonts of all languages.

Albert, WDYT?
The issue is image size. Fonts are huge and we don't have the concept of a "language pack".

I'm surprised docs doesn't offer these directly.

If we're talking about Google Docs, please see cr/108746903 , b/21276855, b/25891655 about adding more OS-level fonts to Google Docs. 

Eventually, Google Docs should add more web fonts for non-Latin scripts. (there are a lot of Latin web fonts supported in Google Docs).
