Make UserClassifier configurable by variation parameters.

All constants in the UserClassifier for new tab page content suggestions need to be configurable by variation parameters so that we can tune the traffic within the lifetime of M55.

Making UserClassifier configurable by variation parameters

Previously, UserClassifier had hard coded constants for computing the
metrics and for classifying users.

After this CL, all the parameters can be specified using variations
service.
