Can't distinguish completed from aborted downloads via API

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/52.0.2743.116 Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Use the Chromium API to trigger a download
2. cut network connection

What is the expected behavior?
Receive an "updated" event with state "interrupted"

What went wrong?
Received a "done" event with state "completed"

Did this work before? N/A 

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 
Flash Version: 

I initially reported this against electron as https://github.com/electron/electron/issues/6943

This seems to depend on the OS, on Win10 I see the expected behavior while it fails on MacOS X or Win7.
