Issue descriptionChrome Version 55.0.2865.0 (Official Build) 9ea2a739531edffad0859fdfd0a53f1f039026e4-refs/heads/master@{#419399} OS: Windows (7,8,10) Pre-condition:1. Set 'English (United States)' as browser default language. 2. Add one more language in chrome://md-settings/languages for eg. Arabic. What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings/languages 2. Click on 'Drop down arrow' and then click on 'Arabic' language such that 'Tick' is seen on 'Arabic'. 3. Click on iron icon of 'English (United States)' and select 'Language settings' 4. Slide the slider of it and observe. Actual:Grey color of slider is seen. Expected: Blue color of slider should be seen after step 4. This is regression issue, broken in 'M 54' and will soon update the bisect info. Good build:54.0.2827.0 Bad build:54.0.2829.0 Note: Above issue is not reproducible on Mac and Linux OS.

M54 Stable release is scheduled for the first week of OCT, please have the fix baked/verified in canary and request a merge to M54 ASAP.

Still able to repro this issue on Google Chrome Latest Beta (54.0.2840.34) & Canary (55.0.2868.1) channels. Tested on Windows 7.
