OS: Mac OS 10.12,Windows-10 and Ubuntu 14.04

What steps will reproduce the problem?
(1)Click on sign in to chrome
(2)More options ==> Create new account
(3)Click back arrow button on top to navigate to sign in to chrome 

What is the expected output?
It shows "Enter first name"

What do you see instead?
No error should be displayed

This is a non-regression seen across all OS, Hence marking it as untriaged
