A file download over HTTP2 gets stuck

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.101 Safari/537.36 Example URL: Steps to reproduce the problem: 1. Go to a HTTP2 server (e.g. drive.google.com) 2. Start downloading a large file 3. Wait until e.g. 100 MB is downloaded and pause the download 4. Repeat steps 2-3 with the same file until the last downloaded file is stuck at about 2 MBs What is the expected behavior? All downloads continue simultaneously What went wrong? Last downloaded file is stuck Did this work before? N/A Chrome version: 53.0.2785.101 Channel: n/a OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 22.0 r0 With drive.google.com it took about 3 files to stuck the fourth. Did analysis with custom server and the problem is that Chrome doesn't send WINDOW_UPDATE for stream 0. At the time of the last download, the session send window at the server was 0. If you unpause any of the file, the last download "wakes up" as Chrome sends WINDOW_UPDATE and increases the session send window. Inducable on Apache as well as IIS server.
